About the Program
The Large Energy Users Program is designed to promote self-investment in energy efficiency for eligible projects in the states' largest non-hospital commercial and industrial facilities. The program incentivizes owners or users of buildings to upgrade or install energy conserving measures in existing buildings and to help offset these capital costs. These efficiency upgrades are customized to meet the requirements of the customers’ existing facilities, while advancing the State’s energy efficiency, conservation, and greenhouse gas reduction goals.
The Large Energy Users Program is available on a first come, first served basis to existing buildings owned by C&I entities meeting these requirements.
Eligibility Requirements
To qualify as a Large Energy User, entities must have been billed a minimum of $5,000,000 in total annual energy costs by NJ investor-owned utilities during the contribution period (July 1, 2025 – June 30, 2026).
“Entity” shall be defined as:
Public: having distinct and separate budgetary authority.
Public Schools: having distinct and separate budgetary authority.
Private: Non-residential companies including all related subsidiaries and affiliates regardless of separate EIN numbers or locations within New Jersey.

Incentive Amounts
Applicants may submit up to 3 separate energy plans containing unique scopes of work per entity per fiscal year. The incentive amount per energy plan is capped at the lesser of:
- Annual project savings at $0.33/kWh plus $3.75/therm for non-lighting measures and $0.16/kWh for lighting measures
- 75% of total project cost
- Total project costs may include pre-engineering costs, soft costs, and other costs associated with the preparation of the energy plan.
- Buydown to 2.0-year simple payback period
The program has a minimum incentive commitment per FEEP of $100,000. Additionally, the energy plan must not constitute more than 50% of savings from lighting measures. Projects not meeting these thresholds will be redirected to other programs for C&I customers.
The total incentive amount committed for LEUP projects will not exceed $4,000,000 per fiscal year per entity.

The Higher Education Decarbonization Pilot Program was offered as an enhancement to to the LEUP, encouraging existing colleges and universities to invest in their decarbonization goals and reduce Greenhouse Gas (GHG) emissions. The program closed to new applicants on December 31, 2024.
