Technical Reference Manuals
Technical Reference Manuals (formerly known as "Protocols") have been developed to determine energy and resource savings for technologies and measures supported by New Jersey's Clean Energy Program. The TRMs are updated on an annual basis to reflect the addition of new programs, modifications to existing programs, and the results of program evaluations.
Board Order approving the FY22 TRM Addendum and Coordinated Measure List
- FY22 TRM Addendum is an update to a select set of measures that were out-of-date or inaccurate.
- The Coordinated Measure List is a compendium of protocols from FY20 Protocols, FY21 Amendment, and TRMs from neighboring states. The program evaluators use this list to evaluate savings from energy efficiency programs.

- This document contains Board-approved alternative estimation methods and assumptions. Adherence to either the FY20 NJCEP Protocols or the revised methods described by the FY21 Protocols Addendum represent compliance with Board approved methods for FY21 programs.
