About the Program
The Multifamily Retrofit Initiative for Sustainability and Equity (M-RISE) is New Jersey’s upcoming IRA-funded multifamily energy efficiency and electrification program designed to help improve building performance, modernize building systems, and enhance resident comfort in income-qualified multifamily communities. M-RISE is also supporting the expansion of New Jersey’s multifamily energy efficiency and electrification workforce to help meet growing project demand statewide.
NJBPU has selected Resource Smart, a New Jersey-certified minority-owned business enterprise with deep expertise in whole-building efficiency and electrification programs, as the program administrator. Resource Smart will administer M-RISE in close coordination with NJBPU, New Jersey's electric and gas utilities, clean energy contractors, community-based organizations, and housing sector partners.
Potential upgrades may include heating and cooling improvements, insulation and weatherization measures, electrical upgrades, heat pump technologies, and other building efficiency improvements.
As New Jersey prepares for program launch, interested property owners and representatives are encouraged to complete a pre-application form through the program implementation portal managed by Resource Smart on behalf of NJBPU. Early submissions will help support program planning, contractor coordination, and future application readiness.
Participants who submit a pre-application may receive preliminary technical assistance and program guidance to help determine whether M-RISE may be a suitable fit for their building, project goals, and energy improvement needs.

Connect M-RISE with New Construction Incentives
M-RISE can work together with NJCEP’s New Construction Program. You can take advantage of both new construction and gut-renovation incentives by expanding the scope of whole-building energy efficiency upgrades. Find out more information below:
What We’re Looking to Support
We are especially interested in properties that could benefit from:
- Energy efficiency upgrades to building envelopes (e.g., insulation, windows, air and duct sealing), HVAC systems, lighting, and appliances
- Replacing outdated electric resistance, gas, or oil equipment with modern electric systems
- Achieving significant energy savings because of these upgrades
These are the kinds of improvements that reduce operating costs, increase property value, reduce turnover, and improve comfort for residents!
What Kind of Technical Assistance Can You Receive?
- Assistance in preparation of project applications to meet US Department of Energy (DOE) requirements, including income qualification
- Assistance in connecting potential energy auditors and contractors and developing an initial project scope
- Support in determining utility and other program funds that can be stacked/braided to reduce your project costs
Eligible Participants
Eligible participants of the program include:
- Owners and operators of garden style (2-3) stories, mid-rise (4-7 stories), and high-rise (8+ stories) multifamily apartment buildings
- Properties interested in exploring rebates and technical assistance for heating/cooling systems, insulation, windows, appliances, and electrification
- Properties that serve low to moderate income residents (80% to 120% Area Median Income)

Contractors & Workforce Partners
M-RISE is actively working to expand and strengthen New Jersey’s contractor and workforce network in preparation for program launch. We are seeking qualified contractors, energy auditors, installers, and other workforce partners interested in supporting multifamily energy efficiency and electrification projects across the state.
Potential project opportunities may include:
- Energy auditing and building assessments
- HVAC, water heater, and heat pump installation
- Electrical and panel upgrades
- Insulation and weatherization services
- Appliance and equipment installation
- Building performance and electrification upgrades
- Inspection, quality assurance, and related technical services
As part of program development, NJBPU and its program implementation team are building a network of qualified contractors capable of supporting multifamily retrofit projects in income-qualified communities throughout New Jersey.
Interested contractors and workforce partners are encouraged to apply through the contractor network website to be considered for inclusion in the program’s qualified contractor network. Participation in the contractor network may also provide opportunities to receive future program updates, training information, technical guidance, and notices related to upcoming project opportunities.
