About the Program
The new Multifamily Retrofit Initiative for Sustainability and Equity (M-RISE) program is designed to help eligible multifamily apartment buildings cut costs, modernize building systems, and improve resident comfort. From heating and cooling upgrades to insulation, windows, and modern electric appliances, the program will make it easier — and more affordable — to achieve meaningful energy savings!
We’re asking building owners and managers to share their interests, challenges, and upgrade goals so we can design support that truly meets your needs. We want to hear directly from building owners and managers about:
- The challenges you face in maintaining efficient, healthy buildings
- The types of upgrades or support that would make the biggest impact
- How rebates and technical assistance can be tailored to meet your needs
By sharing your building information now, you will help us plan for rebates and develop project scope that will best meet your needs!
What We’re Looking to Support
We are especially interested in properties that could benefit from:
- Energy efficiency upgrades to building envelopes (e.g. insulation, windows, air and duct sealing), HVAC, systems, lighting and appliances
- Replacing outdated electric resistance, gas, or oil equipment with modern electric systems
- Achieving significant energy savings because of these upgrades
These are the kinds of improvements that reduce operating costs, increase property value, and improve comfort for residents.
What Kind of Technical Assistance Can You Receive?
- Assistance in preparation of project applications to meet US Department of Energy (DOE) requirements, including income qualification.
- Assistance in connecting potential energy auditors and contractors, and developing an initial project scope.
- Support in determining utility and other program funds that can be stacked/braided to reduce your project costs.
Eligible Participants
Eligible participants of the program include:
Owners and managers of garden-style (2–3 stories), mid-rise (4–7 stories), and high-rise (8+ stories) multifamily apartment buildings.
Properties interested in exploring rebates and technical assistance for heating/cooling systems, insulation, windows, appliances, and electrification.

Submitting an Expression of Interest (EOI) is quick and easy. This is not a formal application; it’s your way of:
- Sharing your building’s needs so we understand where support is most valuable.
- Expediting your participation - the details you provide now will help us support you through the application process once the program launches formally.
- Getting access to technical assistance right away.

Presentations and webinars will be held to provide further information on the programs, as well as outreach and technical assistance to relevant stakeholders. These will be announced on the BPU Clean Energy Program website and the energy efficiency listserv (please sign up here)
