Inflation Reduction Act Home Energy Rebates in New Jersey
New Jersey is preparing to launch federally funded home energy rebate programs supported through federal funding provided by the Inflation Reduction Act. The goal of the NJ IRA Home Energy Rebate Programs is to integrate both the Home Efficiency Rebates (HER) and Home Electrification and Appliance Rebates (HEAR) initiatives to support comprehensive energy efficiency and electrification upgrades across New Jersey’s low- and moderate-income housing stock, where such investments are most needed.

Program Status
New Jersey’s IRA Home Energy Rebate programs are currently in development and are not yet open for applications. The State is continuing to finalize required implementation blueprints and program design materials in coordination with the U.S. Department of Energy (DOE).
At the same time, New Jersey is proactively advancing operational readiness efforts — including delivery systems, contractor network development, application pathways, and program administration infrastructure — to help support an efficient statewide launch once federal approval requirements are completed.

What are the IRA Home Energy Rebates?
The federal IRA Home Energy Rebates framework includes two types of rebates:
- Home Efficiency Rebates, which support projects that reduce whole-home energy use; and
- Home Electrification and Appliance Rebates, which support eligible electrification-related improvements and equipment.
In New Jersey, these opportunities are being developed through two primary program pathways. The Multifamily Retrofit Initiative for Sustainability and Equity is intended to support comprehensive retrofit and electrification projects within the state’s historically underserved multifamily housing sector. A second initiative, CP-HEAR, is being developed as an electrification-focused enhancement to the state’s existing low-income energy efficiency initiative: Comfort Partners.
Who may be eligible?
Final eligibility requirements will be announced when the programs launch. Eligibility may depend on household income, building type, project type, and other program-specific requirements. Potential participants may include homeowners, renters, landlords, developers, and multifamily building owners.
What types of improvements may be covered?
Eligible measures will be announced when program rules are finalized, but may include improvements such as:
- electric panel upgrades
- insulation, air sealing, and building shell weatherization
- high efficiency space conditioning upgrades (e.g. heat pumps)
- heat pump water heaters
- other energy efficiency or electrification measures

Will rebates be retroactive?
At this time, New Jersey residents and property owners should not assume that projects already underway or already completed will qualify for IRA rebates. Final program rules and application instructions will be posted before launch.

Application details will be announced closer to launch. Depending on the program, applicants may need to complete eligibility screening, provide project information, and receive approval before work begins or before rebate funds are reserved.
